ASPCA - The ASPCA offers free and low cost spay/neuter surgery for New York City's financially needy pet owners with proof of public assistance such as Welfare, Medicaid Card, Medicare, Disability Card, SSI Card, Food Stamp Enrollment, Rent Receipt from Public Housing, etc. A donation of $25 is suggested for financially needy pet owners without proof of public assistance.
